CAP OPS 07 – Controller–Pilot Data Link Communications (CPDLC) provides guidance to General Aviation operators on the application process, airworthiness and equipment requirements, operational procedures, training, and continuing surveillance for CPDLC operations. Note: Approval is not required for European CPDLC operations utilizing VHF DataLink; the aircraft should be suitably equipped, operational procedures contained within the Operations Manual and suitable MEL entries (which will form part of the MEL Approval).

CAP OPS 08 – Automatic Dependent Surveillance (ADS) provides guidance on the approval and operational requirements for Automatic Dependent Surveillance – Broadcast (ADS-B) and Automatic Dependent Surveillance – Contract (ADS-C) operations.

The GCAA supports the use of Controller–Pilot Data Link Communications (CPDLC) and Automatic Dependent Surveillance (ADS) to enhance the safety, efficiency, and reliability of communications and surveillance between flight crews and Air Traffic Control. These technologies utilise Future Air Navigation Systems (FANS 1/A) to exchange digital clearances, requests, position reports, and surveillance information, reducing reliance on voice communications, minimising misunderstandings, and improving operational efficiency in oceanic, remote, and other designated airspace.

General Aviation operators intending to conduct operations requiring CPDLC, ADS-B, or ADS-C must obtain the appropriate GCAA approval before commencing operations. Operators must demonstrate that the aircraft is suitably equipped and maintained, flight crews are appropriately trained, and operating procedures covering normal, abnormal, and contingency operations have been established. Where applicable, operators must also demonstrate compliance with the communication and surveillance performance requirements specified in the relevant CAP.

Applications must be submitted using Form OPS 11 – Application for CPDLC and ADS Operational Approval, together with the supporting documentation specified in CAP OPS 07 and CAP OPS 08, as applicable. Following satisfactory review, the GCAA will issue the applicable Specific Approval.
