CAP OPS 09 – Dangerous Goods provides guidance to operators on the safe carriage of Dangerous Goods by air. It outlines the applicable operational, training, documentation, handling, and approval requirements to ensure compliance with the Gibraltar Civil Aviation Regulations and international standards.
The Gibraltar Civil Aviation Authority (GCAA) permits the carriage of Dangerous Goods on aircraft only where permitted by the applicable regulations and, where required, following the grant of a GCAA approval or exemption. Operators intending to transport Dangerous Goods must demonstrate compliance with the applicable operational, documentation, training, and safety requirements before commencing such operations.
Applications for the routine carriage of Dangerous Goods must be submitted using Form OPS 37 – Application for Dangerous Goods Approval. Note that certain dangerous goods items (described in the IATA Technical Instructions as ‘forbidden for transport in normal circumstances’, as specified in CAP OPS 09) require additional GCAA permission. Form OPS 24 – Application for Dangerous Goods Exemption should be used for such an application.
Gibraltar registered operators (including General Aviation operators) that do not have an existing Dangerous Goods approval, but have an operational requirement to carry an item(s) that requires a Dangerous Goods approval, may apply for a specific exemption to do so. This would be considered an exceptional event and the applicant would need to justify the requirement and demonstrate equivalent levels of safety. Form OPS 24 – Application for Dangerous Goods Exemption should be used for such an application.
Following satisfactory review, the GCAA will issue the applicable approval or exemption, as appropriate.
