The Gibraltar Civil Aviation Authority (GCAA) has adopted a recognition-based framework founded on the principle of regulatory equivalence. Maintenance organisations holding a valid approval issued by a National Aviation Authority (NAA) whose regulation has been determined by the GCAA to be equivalent to the requirements of CAR 145 are recognised to perform maintenance on Gibraltar-registered aircraft within the scope of their approval.

CAR 145 is aligned with internationally recognised maintenance standards, including EASA Part 145UK CAA Part 145UAE GCAA CAR 145FAA FAR Part 145, and other equivalent regulatory systems.

Maintenance organisations holding a valid approval issued by one of the recognised authorities listed below may perform maintenance on Gibraltar-registered aircraft within the scope of their existing approval and in accordance with the applicable requirements of CAR 145.

  • UK CAA Part 145 / Part CAO
  • UAE GCAA CAR 145
  • FAA FAR Part 145
  • Singapore CAAS SAR Part 145
  • Hong Kong CAD HKAR-145
  • Transport Canada CAR Part V, Subpart 73

Maintenance organisations operating under these recognised approvals may certify aircraft, engines, components or appliances for release to service in accordance with the privileges of their approval. The certificate of release to service should reference the organisation’s NAA approval number and comply with the applicable requirements of CAR AIR 1, Chapter 3.

APPLYING FOR A STANDALONE GCAA CAR 145 APPROVAL

Overview

Maintenance Organisations that do not hold a maintenance organisation approval recognised by the GCAA, and wish to obtain a standalone GCAA CAR 145 Approved Maintenance Organisation (AMO) approval, may apply for approval.

A standalone CAR 145 approval enables an organisation to perform maintenance and issue Certificates of Release to Service within the scope of approval granted by the GCAA.

Application Process

Applications must be submitted using Form AIR 23 – Application for CAR 145 AMO Approval, together with the applicable fee and the supporting documentation required by CAR 145.

Applicants must demonstrate compliance with all applicable CAR 145 requirements, including the submission of the required manuals, procedures and supporting documentation.

Following a satisfactory review of the application, the GCAA will conduct an initial approval audit to verify compliance with the applicable regulatory requirements.

Nominated Postholders

As part of the approval process, the organisation must nominate the required postholders for formal acceptance by the GCAA. Each nominee must demonstrate that they possess the qualifications, competence and experience appropriate to the responsibilities of the position.

Approval

GCAA CAR 145 Approved Maintenance Organisation (AMO) approval will be issued once the GCAA is satisfied that the organisation complies with all applicable requirements of CAR 145.

The approval certificate will specify the scope of maintenance privileges granted to the organisation in accordance with its approved ratings and limitations.
