A Permit to Fly may be issued where an aircraft temporarily does not meet the requirements for the issue or continued validity of an ICAO Annex 8 Certificate of Airworthiness (CofA) but is capable of performing a safe flight under specified operating conditions.
Typical purposes include relocating an aircraft to a maintenance facility for repairs, maintenance or modifications, conducting flights associated with the approval or testing of a modification, or other purposes approved by the GCAA. Aircraft operated under a Permit to Fly must comply with all conditions and limitations specified in the permit.
Application Process
Applications must be submitted using Form AIR 03 – Application for a Permit to Fly, together with the applicable fee and the supporting documentation required by the GCAA.
Upon receipt of the application, the GCAA will review the submitted documentation and, where necessary, arrange an inspection of the aircraft and its associated technical records to determine whether the aircraft is capable of safely performing the intended flight(s) under the proposed operating conditions.
Issue of the Permit
A Permit to Fly will be issued once the GCAA is satisfied that the aircraft can safely undertake the proposed flight(s) and that all applicable regulatory requirements have been met. The permit will specify the purpose of the flight together with any operating limitations or conditions considered necessary by the GCAA.
