Aircraft Maintenance Engineer Validation
Required Documents
Applications must be submitted using Form PEL 02 together with:
- Current, signed foreign Maintenance Engineer Licence (all pages)
- Current Passport or National Identification Card
- Operator Request Letter (if applicable)
The GCAA may validate an ICAO Annex 1 compliant, Aircraft Maintenance Engineer Licence whenre the aircraft to be maintained falls within the scope of the privileges granted by the licence issuing State. Depending on the licensing system of the issuing authority, those privileges may be based on aircraft categories, ratings or specific aircraft types. The GCAA will validate those existing privileges, enabling the engineer to exercise them on Gibraltar-registered aircraft.
In some cases, however, the licence issuing authority may be unable to include a particular aircraft type in the scope of the engineer’s licence. This commonly occurs where:
- the aircraft type is not registered in the State that issued the licence; or
- the aircraft type is not recognised by that authority because the relevant Type Certificate has not been accepted or validated.
As no type specific privileges have been granted by the issuing authority, there are no licence privileges available for the GCAA to validate.
Where these circumstances arise, the GCAA may instead consider issuing an Authorisation under CAR AIR 1.045. This enables the GCAA to authorise an appropriately qualified and experienced engineer to certify a specific Gibraltar-registered aircraft, provided satisfactory evidence is submitted demonstrating that the applicant:
- holds an ICAO Annex 1 compliant basic aircraft maintenance licence appropriate to the aircraft category;
- has successfully completed recognised type training for the aircraft; and
- has acquired sufficient practical maintenance experience on the aircraft type.
This approach ensures that the standard licence validation process remains straightforward, while providing a practical solution for the limited number of cases where licence validation is not possible.
